Check if the observations times and the analysis times are well-aligned

When the forecast/analysis ratio is bad, we'll have the analysis times not well-aligned with the required analysis step. An idea would be to check the alignment of analysis and observation times beforehand.

When these are not well-aligned, the analysis will be skipped, or worse, pygeodyn will fail to invert the Rxx matrix stemming from observations.
