FCTN format to TileDB

Two goals:

• import MiniSEED to tiledb, using Javier schema
• SPARSE schema? if not, no convenient slicing (sorry)

to do: - use URL to directly read from bucket rather than copying to scratch - include GFZ schema

• find out what is going wrong with geocrate schema when > 3 hours of data
• function for time-indexing to be used always
