file_time_all output strange behavior

file_time_all output does not behave a similar output file_nl_conv file_c_conv. When reloading it is adding an empty line. This does not append with file_nl_conv and file_c_conv.

So far I don't understand why ? But it does not impact using the code.

It would be more clean to fix this.
