catch/solve singular matrix in Local Quadratic Coherency functions

With funny data these can become singular (both for the computation of coherency and for the local quad fit).

Propose to catch singular matrix and increase neighbour size.

If you hit the max neighbour size and still singular maybe return a negative return status (to allow interp filtering?).
